Subject	why is tourqe on my car so low?

Message	i have some z1 motorsports ball beaing turbos, and i recently dynoed 390rwhp 406rwtq at a little less than 15psi. ive been noticing that most of the guys with around 400rwhp on stock turbos are close to or over 450rwtq. i know i havent really opened these turbos up yet with only running 14-15psi, but shouldnt my tourqe still be up there making that kind of hp, or is that just a charactoristic of a ball bearing turbo?
